CBD occupies a restrictive grey zone in Andorra and is treated as illegal in practice. Llei 5/1995 does not distinguish cannabidiol from other cannabis derivatives, and the Servei Andorra de l'Atencio Sanitaria has not authorised any cannabinoid medicine for the domestic market.
No CBD threshold or low-THC exemption exists in Andorran law. Pharmacies in Andorra la Vella and Escaldes-Engordany do not stock CBD products, and Duana Andorrana has seized commercial CBD shipments routed through France and Spain. Travelers carrying CBD oils risk confiscation at the CG-1 and CG-2 border posts, even when products are lawful in the country of origin.
