Industrial hemp cultivation is not authorised in Andorra. The Ministeri d'Agricultura, Ramaderia i Medi Ambient has no licensing framework for Cannabis sativa L. cultivation, and Llei 5/1995 captures all cannabis plant material regardless of THC content.
No Andorran farmer has been granted a hemp cultivation permit, and the Principality is not bound by EU Common Agricultural Policy hemp varieties (since Andorra is not an EU member). Hemp seed, fibre, and CBD-derived consumer goods imported from Spain or France are not lawful for commercial sale through Andorran retail channels under current customs interpretation.
