The short answer

Industrial hemp is not authorised in Angola. The Ministerio da Agricultura e Pescas has no licensing framework for Cannabis sativa L., and Lei 3/99 captures all cannabis biomass regardless of THC content.

No public licensing initiative has been announced. Angola's agribusiness focus remains on coffee, cotton, and food crops under the Programa Integrado de Desenvolvimento Rural e Combate a Pobreza. Reform legislation for hemp has not been introduced in the Assembleia Nacional.
