Recreational marijuana is illegal in Angola. Lei N degrees 3/99 de 6 de Agosto — the Lei sobre o Trafico e Consumo de Estupefacientes — and the 2020 Codigo Penal (Lei N degrees 38/20 de 11 de Novembro) criminalise cultivation, supply, and use of cannabis (liamba). Trafficking penalties range from eight to twelve years' imprisonment; consumption penalties include shorter custodial sentences and treatment orders.
Enforcement is led by the Policia Nacional de Angola, the Servico de Investigacao Criminal (SIC), and the Direccao Nacional de Combate ao Trafico de Estupefacientes e Crime Organizado. There is no medical cannabis programme. The Ministerio da Saude has not registered any cannabinoid medicine, and the Agencia Reguladora de Medicamentos e Tecnologias de Saude (ARMED) has not issued cannabis-related authorisations.

Import and export of cannabis are prohibited. The Administracao Geral Tributaria (AGT) customs administration screens at Quatro de Fevereiro International Airport (LAD), at Lobito (LLT), and at land borders with Namibia, Zambia, the DRC, and Republic of the Congo (Cabinda enclave).
