Recreational marijuana is illegal in Azerbaijan. The Criminal Code of the Republic of Azerbaijan (Articles 234 and 235) and the Law on Narcological Service and Control (Law No. 1018-IQ, 2005) classify cannabis as a controlled narcotic, with possession thresholds set by the Cabinet of Ministers Decree No. 38, 2002.
Possession of less than 0.1 gram of cannabis resin or 1 gram of dried plant material can produce administrative liability with a fine of AZN 1,500 to 3,000 under the Code of Administrative Offenses; quantities above the small threshold trigger criminal liability under Article 234.1 with sentences from 1 to 3 years, scaling to 5 to 12 years for larger quantities and trafficking under Article 234.4. Enforcement is led by the State Service for Mobilization and Conscription's Anti-Drug Coordination Council and the Ministry of Internal Affairs. Heydar Aliyev International Airport (Baku) screens arrivals from Russia, Turkey, Iran, and the UAE, the principal trafficking vectors identified by the State Customs Committee.
