Barbadian policy has focused on the higher-value medicinal segment, so a large industrial hemp market has not yet emerged. The Ministry of Agriculture, Food and Nutritional Security collaborates with the BMCLA on agronomic standards.

Cultivation without a BMCLA license remains a criminal offence regardless of THC concentration. Penalties mirror the underlying cannabis statute. Hemp seed foods, hemp protein, and hemp textiles imported through Customs and Excise generally clear when documented as finished goods. Domestic hemp seed propagation requires BMCLA licensing and adherence to seed-source standards. No formal 0.3 percent or 1 percent THC line has been published as a categorical hemp threshold, meaning low-THC cultivation operates by license rather than by an automatic carve-out.
