CBD is illegal in Cape Verde for retail sale. The Agência de Regulação e Supervisão dos Produtos Farmacêuticos e Alimentares (ERIS) does not register CBD oils, tinctures, vapes, or topicals, and Lei 78/IV/93 does not carve out a hemp-derived CBD exemption.
Retail CBD products sold in pharmacies and wellness retailers in Praia, Mindelo, and Santa Maria operate without ERIS registration and remain subject to seizure under the Drug Trafficking Act. There is a narrow medical-cannabis discussion in the National Assembly following 2023 motions, but no enabling regulation has been gazetted. Compassionate-use Epidiolex (cannabidiol oral solution) imports are not routinely approved. Travelers should not assume Portuguese or Spanish CBD products are lawful on arrival at Sal or Praia; ERIS treats unregistered cannabinoid products as controlled imports.
