CBD is illegal in the Comoros. Law No. 95-012 treats all cannabis derivatives as Table I narcotics without a THC threshold that would exempt cannabidiol. The Direction Nationale des Medicaments et des Laboratoires (Pharmacie Nationale Autonome des Comores) has not authorised CBD as a medicine, supplement, or cosmetic, and no marketing-authorisation procedure for cannabinoid products is in force.
Pharmacies in Moroni, Mutsamudu, and Fomboni do not legally stock CBD products. Imports of CBD oils, gummies, tinctures, or topicals are treated as cannabis derivatives under the 1995 law and seized at customs. There is no industrial-hemp CBD carve-out.
