CBD is illegal in Cuba. The Penal Code and the public-health framework do not distinguish cannabidiol from other cannabis-derived substances, so hemp-derived oils, tinctures, and isolates all fall inside the prohibition.
The Ministry of Public Health (MINSAP) has not registered any cannabidiol medicine, and Cuban pharmacies do not carry Epidyolex or comparable products. Travelers carrying CBD risk seizure and prosecution under the same articles that govern THC-containing cannabis. Penalties scale with weight and intent, ranging from six months for personal-use quantities to multi-year sentences when trafficking is alleged.
No online retail channel operates, and no exemption applies to low-THC cosmetics or wellness products. Customs declarations referencing CBD trigger secondary inspection.
