Recreational marijuana is illegal in the Republic of Cyprus. The Narcotic Drugs and Psychotropic Substances Law of 1977 (Law 29/1977) classifies cannabis as a Class B controlled substance, and possession, cultivation, sale, and supply are criminal offenses under Sections 5, 6, and 30.
Possession for personal use carries up to eight years in prison and a fine up to EUR 25,629; first-time offenders under age 25 caught with small quantities may receive a reduced fine and counseling under the 2017 amendments. Supply and trafficking carry up to life imprisonment and an unlimited fine. Cultivation of any quantity remains a criminal offense regardless of intent.
The Cyprus Police Drug Law Enforcement Unit (YKAN) and the Attorney General's Office enforce. The Ministry of Health regulates medical cannabis, which is permitted, and the National Addictions Authority sets prevention policy. Driving under the influence of THC triggers a EUR 2,500 fine and license suspension under the Road Traffic Law.
