CBD is illegal in the Democratic Republic of the Congo. The 1971 narcotics ordonnance-loi does not exempt cannabidiol, and the Direction de la Pharmacie et du Medicament (DPM) has not authorised CBD products. No low-THC threshold exists in Congolese law.

Pharmacies in Kinshasa, Lubumbashi, and Goma do not stock CBD products. DGDA customs seize CBD imports as controlled substances. Travelers carrying CBD from neighbouring jurisdictions (Rwanda, Uganda, Zambia) should not assume tolerance — the DRC's enforcement regime is among the strictest in the region.
