CBD is illegal in Timor-Leste. The Penal Code does not distinguish cannabidiol from other cannabis derivatives, and the Ministerio da Saude through the Autoridade Nacional para os Medicamentos e Produtos de Saude (ANMPS) has not authorised any cannabinoid medicine.
No CBD threshold or low-THC exemption appears in Timorese law. Imported CBD oils and consumer products are subject to seizure at Dili airport and the Indonesian border. Epidyolex and Sativex are not registered with ANMPS, and prescribers cannot lawfully access cannabinoid pharmaceuticals through the public Servico Nacional de Saude. Local availability is effectively nil despite informal cross-border traffic from Indonesia.
