Industrial hemp is not authorised in Timor-Leste. The Ministerio da Agricultura e Pescas has no public licensing programme for Cannabis sativa L. cultivation, and the Penal Code captures all cannabis plant material without a THC carve-out for fibre or seed varieties.
No commercial hemp acreage exists in the thirteen municipios, and the country is not a party to any regional hemp framework comparable to the EU Common Catalogue. Coffee remains the dominant cash crop. Imported hemp fibre, seed, and CBD-derived consumer goods are not lawful for commercial sale and face customs interdiction.
