Cannabis & Hemp Overview

Cannabis is illegal for both recreational and medical use in Fiji. The Illicit Drugs Control Act 2004, replacing earlier Dangerous Drugs Act provisions, classifies cannabis (locally known as marijuana, ganja, or bhang) as an illicit drug. The Fiji Police Force operates the National Drug Unit, and the Ministry of Health and Medical Services governs any therapeutic substances. Although locally cultivated cannabis is widespread in Kadavu, Vanua Levu, and parts of Viti Levu, the law applies uniformly across all islands.

Possession, cultivation, sale, and trafficking carry severe penalties under Section 5 of the 2004 Act. Personal possession of any amount can result in fines up to FJD 1,000,000 or imprisonment up to life depending on weight category, although in practice first-time small-quantity offenders often receive shorter custodial sentences or non-custodial outcomes. Trafficking of 1,000 grams or more triggers life imprisonment under the upper category. The Director of Public Prosecutions retains discretion on charge selection. There is no formal medical cannabis program, and patients have no statutory route to prescription cannabis.
