Industrial hemp is illegal in Guinea-Bissau. Law No. 5/2010 makes no distinction between low-THC industrial hemp (Cannabis sativa L.) and other cannabis varieties; all cultivation requires authorisation that has not been granted. The Ministerio da Agricultura e Desenvolvimento Rural has not established a hemp licensing regime, and cashew remains the dominant cash crop under government agricultural policy.
No commercial hemp cultivation, fibre processing, seed production, or CBD-extraction facility is permitted. Import of hemp seed, fibre, or finished goods such as textiles and food ingredients is treated as a controlled-substance import absent a specific exemption, which has not been issued.
