Although hemp varieties listed in the EU Common Catalogue with THC content below 0.3% are not automatically prohibited, Iceland is not an EU member state and does not implement the EU Common Agricultural Policy hemp framework. Cultivation of any Cannabis sativa plant — including industrial hemp — requires a specific exemption permit from Lyfjastofnun under the Narcotic Drugs Act, and no general agricultural licensing scheme for hemp exists. Iceland's short growing season and the absence of a domestic processing industry mean commercial hemp farming is effectively negligible.

Finished hemp products are treated by substance. Hemp seeds (hulled and dehulled), hemp seed oil, and hemp seed protein are permitted as foods under Matvaelastofnun rules provided they contain no detectable THC and are not marketed with health claims tied to cannabinoids. Hemp fiber and hurd products for textiles, building materials, and pet bedding are legal to import. However, hemp flower, hemp leaf, hemp extracts, and any hemp-derived cannabinoid (CBD, CBG, etc.) are treated as controlled or as unauthorized medicines and are not permitted in consumer products.
