Is Hemp Legal in Kiribati?

Industrial hemp is illegal in Kiribati. The Dangerous Drugs Act Cap. 22 controls Cannabis sativa L. without a low-THC carve-out, and no industrial hemp licensing scheme exists under the Ministry of Environment, Lands and Agricultural Development.

Climate and soil constraints across the atoll geography have limited any policy interest in hemp cultivation. Hemp seeds, fiber, and finished hemp foods cannot be lawfully imported. Kiribati Customs at Bonriki International Airport treats hemp materials as cannabis under the Dangerous Drugs Act, with penalties identical to high-THC cannabis offenses.
