Industrial hemp is illegal in Kuwait. Law No. 74 of 1983 makes no distinction between low-THC and high-THC Cannabis sativa, and the Public Authority of Agricultural Affairs and Fish Resources (PAAAFR) has not issued cultivation licenses.
The Public Authority for Industry and the Kuwait Industrial Standards Department have not published a hemp food, cosmetic, or textile standard. Hemp seed, hulled hemp, and hemp protein imports are classified as cannabis derivatives by the General Administration of Customs and held at the Kuwait International Airport courier hub and at Shuwaikh port. New Kuwait Vision 2035 economic-diversification documents do not list industrial hemp among target sectors.
