Is Hemp Legal in Monaco?

Industrial hemp has no standalone legal framework in Monaco. The Principality's small geographic footprint and the customs union with France mean that hemp matters in practice align with French regulation, including the French decree of 30 December 2021 setting cultivation conditions for industrial hemp with a 0.3 percent THC ceiling for certified varieties. Monaco itself does not have meaningful agricultural land for hemp cultivation, and no Monegasque cultivation license has been published.

Hemp consumer goods - textiles, hemp foods, hempseed oil with negligible THC - generally clear Monegasque customs through the French union when sourced from EU-compliant producers. Raw hemp biomass and viable seed lots are subject to French phytosanitary and narcotics rules, with Monegasque authorities deferring to those standards in practice. Cultivation of cannabis without authorization, including high-THC varieties, falls under Loi n. 890 with penalties up to ten years for trafficking-scale cultivation. There is no domestic hemp processor or CBD producer.
