Cannabis is illegal for recreational and medical use in the Principality of Monaco. The Monegasque Penal Code and the Loi n. 890 du 1er juillet 1970 on narcotics and psychotropic substances, as amended, govern controlled-drug offences. Monaco is not a member of the European Union, although its customs union with France means French border enforcement and EU drug-control coordination affect movement through Nice Cote d'Azur Airport and the road approaches. The Direction de la Surete Publique and the Service de Police Judiciaire enforce drug law. The Procureur General prosecutes offences before the Tribunal de Premiere Instance and the Cour d'Appel.

Possession of cannabis for personal use exposes an individual to administrative and criminal penalties depending on quantity and intent. Article 4 of Loi n. 890 punishes use and possession of narcotics with imprisonment of up to one year and fines under the Penal Code's scale; trafficking carries higher penalties, including imprisonment up to ten years. Monaco has no statutory threshold creating a personal-use carve-out, and the small territorial footprint means a high density of police presence relative to population. No medical cannabis program exists, and the Direction de l'Action Sanitaire does not register cannabis pharmaceuticals.
