Pharmacies in Maputo, Beira, and Pemba do not stock CBD oils or topicals. Customs at Maputo International Airport seize commercial and personal CBD shipments. Travelers from South Africa — where CBD is sold openly under SAHPRA's exemption — should not assume cross-border tolerance.
