CBD is illegal for retail in Mozambique. Lei 3/97 does not exempt cannabidiol, and the Autoridade Reguladora do Medicamento (ARMED) has not authorised consumer or pharmaceutical CBD products. No low-THC threshold exists.
Pharmacies in Maputo, Beira, and Pemba do not stock CBD oils or topicals. Customs at Maputo International Airport seize commercial and personal CBD shipments. Travelers from South Africa — where CBD is sold openly under SAHPRA's exemption — should not assume cross-border tolerance.
