Is Hemp Legal in Mozambique?

The short answer
Industrial hemp is not authorised in Mozambique. The Ministerio da Agricultura e Desenvolvimento Rural has no licensing framework for Cannabis sativa L., and Lei 3/97 captures all cannabis biomass without a low-THC carve-out.
Pilot proposals from regional agribusiness groups have not reached the Assembleia da Republica. Mozambique is positioned geographically to enter the southern African hemp trade, but the legal infrastructure remains unbuilt as of 2026. Cabo Delgado's security situation further complicates any cultivation pilot in the country's principal cannabis-growing regions.
