Industrial hemp is illegal in Myanmar. The Ministry of Agriculture, Livestock and Irrigation does not register industrial hemp varieties for commercial cultivation, and the 1993 Narcotic Drugs Law covers the entire Cannabis sativa plant without a low-THC exemption.
Cultivation under Section 19 of the 1993 Law carries a minimum of 5 years and up to 10 years' imprisonment plus fines, with no smaller-quantity carve-out. Hemp seed, fiber, and hemp food imports are not approved by the Customs Department. Cannabis cultivation in Shan, Kachin, and Chin states remains tied to the illicit market and is a target of CCDAC and military eradication operations.
