CBD has no established retail market in New Caledonia. While metropolitan France permits the sale of CBD products derived from authorised industrial-hemp varieties with no more than 0.3 percent THC following the Conseil d'Etat's 2022 ruling and the 30 December 2021 arrete, the application of these rules in New Caledonia depends on local legislative competence under the Loi organique du 19 mars 1999. The territorial Direction des Affaires Sanitaires et Sociales (DASS-NC) has not opened a domestic CBD authorisation framework, and pharmaceutical CBD remains subject to French Agence nationale de securite du medicament (ANSM) marketing authorisation.
Pharmacies in Noumea and Mont-Dore do not routinely stock CBD products. Imports of CBD oils, capsules, and cosmetics are reviewed by Douanes; products marketed with health claims are treated as unlicensed medicines, and CBD products containing detectable THC above the trace threshold remain controlled under the Code de la sante publique. Travellers carrying CBD oils risk seizure and prosecution.

Import and export of CBD products are subject to Douanes review. Products marketed with medicinal claims require ANSM authorisation; products containing detectable THC above trace levels are treated as cannabis derivatives under the Code de la sante publique. La Tontouta International Airport (NOU) and the Port autonome de Noumea are the principal entry points for inspection.
