CBD is illegal in Nigeria. The NDLEA Act and the Indian Hemp Act treat all cannabis derivatives, including non-psychoactive cannabidiol, as controlled substances. The National Agency for Food and Drug Administration and Control (NAFDAC) has not registered any over-the-counter or prescription CBD product.
Foreign brands sold via cross-border ecommerce are not authorized. Customs at Murtala Muhammed International Airport and Lagos seaports routinely seize parcels declared as CBD oil, hemp tincture, or full-spectrum extract. Penalties for possession track the cannabis framework under the NDLEA Act, exposing individuals to long sentences, although small personal-use quantities of clearly hemp-derived CBD with COAs sometimes resolve at the administrative caution level. Epidyolex and other registered pharmaceutical CBD medicines have no approved import channel as of 2026.
The Nigeria Hemp Association and a small group of advocacy organizations have urged NAFDAC to recognize non-psychoactive CBD, but no regulatory amendment has been published.
