Is Weed Legal in North Macedonia?

Recreational cannabis is illegal in North Macedonia, while medical cannabis is regulated and the country has built a substantial export-oriented cultivation industry. The Law on Control of Narcotic Drugs and Psychotropic Substances (Zakon za kontrola na opojni drogi i psihotropni supstancii, Official Gazette 103/2008) governs the prohibition, with the 2016 amendments (Official Gazette 37/2016) creating the medical cannabis framework. Article 215 of the Criminal Code criminalizes unauthorized cultivation, possession, and trafficking.

Personal-use possession is a misdemeanor with fines from 500 to 1,000 euros (denominated in denar equivalents). Larger quantities and intent to distribute push the offense into felony territory under Article 215, with imprisonment of 1 to 10 years. Cultivation outside licensed medical channels carries 3 to 10 years. The Ministry of Interior and the Ministry of Health share enforcement, with the Agency for Medicines and Medical Devices (MALMED) overseeing the medical program.
