Industrial hemp is illegal in Qatar. The Ministry of Municipality and Environment has not licensed hemp cultivation, and Law No. 9 of 1987 classifies all Cannabis sativa as a controlled narcotic without distinguishing by THC content.

Qatar's arid climate and limited arable land mean agricultural diversification focuses on greenhouse vegetables and dates under the Qatar National Food Security Strategy, not hemp. The Qatar Ministry of Public Health has not approved hemp seed oil or hemp protein as food ingredients, blocking finished consumer goods at customs. Importing hemp fiber for textile manufacturing, even from EU sources, requires Ministry of Commerce and Industry approval that has not been documented as granted for hemp-bearing materials. The Free Zones (Qatar Free Zones Authority) do not currently host hemp processing facilities.
