The short answer
Industrial hemp is restricted in Saint Lucia. The Cannabis (Decriminalisation for Religious Purposes) Bill 2021 and the Ministry of Agriculture permit hemp cultivation under license, but commercial-scale operations remain limited as the regulatory framework is still being finalized by the Pharmacy and Poisons Board.
Hemp must contain less than 0.3 percent THC by dry weight to qualify, consistent with CARICOM guidance. The Ministry of Agriculture has piloted hemp-fiber programs through the Saint Lucia Agricultural Society, but seed importation requires Ministry of Health approval and customs clearance. Finished hemp products such as seed oil, hemp protein, and fiber textiles are imported under existing food and consumer goods regulations.
