Is CBD Legal in Ukraine?

CBD is legal in Ukraine within EU-aligned limits. The State Service on Medicines and Drugs Control regulates pharmaceutical cannabidiol, while the Ministry of Health and the State Service on Food Safety and Consumer Protection oversee food supplements and cosmetics. Cannabidiol does not appear on Ukraine's narcotic drug schedules unless it co-occurs with THC above the trace level.

Hemp-derived CBD products containing THC at or below 0.08 percent in the dry weight of the source biomass (matching the threshold set by the Ministry of Health Order on medicinal cannabis preparations) circulate legally as food supplements, cosmetics, and finished medicines, provided they meet the State Service on Medicines registration requirements when sold with health claims. Kyiv and Lviv retailers stock imported European brands openly, and online sale through Ukrainian e-commerce platforms is routine. Products exceeding the THC trace level require pharmaceutical registration and prescription dispensing under the medical cannabis framework that took effect 16 August 2024.

Pharmacies dispense Epidyolex and similar registered medicines through licensed pharmacists with verified prescriptions.
