Recreational and medical marijuana are legal in Uruguay, which became the first country in the world to fully legalize and regulate adult-use cannabis. Law 19.172, signed by President Jose Mujica on 20 December 2013 and operational from 2014, created a state-run framework with three legal supply routes: pharmacy purchase, home cultivation, and membership clubs.

Residents 18 and over who register with the Institute for the Regulation and Control of Cannabis (IRCCA) may buy up to 40 grams of dried flower per month from approved pharmacies at a regulated price near USD 1.40 per gram, grow up to six female plants at home with an annual yield cap of 480 grams, or join a cannabis club of 15 to 45 members that collectively cultivates up to 99 plants. Public consumption is broadly tolerated under Article 19 of the Constitution, though smoking in workplaces and enclosed public venues falls under tobacco-control rules. Driving under the influence carries a 0.3 ng/ml THC blood limit enforced by the National Road Safety Unit.

Tourists cannot buy from pharmacies because purchases require Uruguayan residency and fingerprint registration. Medical cannabis follows a separate registration channel through the Ministry of Public Health.
