CBD sits in a regulatory gap in Belize. There is no dedicated CBD statute, no THC threshold defining a legal hemp-derived product, and no licensing scheme for manufacturers or retailers.
Is hemp legal in Belize?
Industrial hemp has no operating legal market in Belize. The Cannabis and Industrial Hemp Control and Licensing Bill 2022 was drafted to separate hemp from controlled cannabis and create cultivation, processing, and trade licenses, but the bill stalled after church-led opposition triggered a referendum demand.
Can you travel to Belize with cannabis or CBD?
Cannabis import and export are criminal offenses in Belize under the Misuse of Drugs Act, and possession of 60 grams or more triggers a trafficking presumption carrying mandatory minimum sentences under the Criminal Justice Act. There is no licensed import or export channel for CBD in Belize.

Belize's Misuse of Drugs (Amendment) Act 2017 decriminalized possession of up to 10 grams on private premises, but cultivation, sale, import and export of cannabis remain criminal offences, leaving no lawful basis for trading viable seeds. The Cannabis and Industrial Hemp Control and Licensing Bill introduced in 2021 was never brought into operation, and a 2025 Caye Caulker referendum rejected local legalization, so hemp seed status stays unresolved.
