Is marijuana legal in Bhutan?
Recreational marijuana is illegal in Bhutan. The Narcotic Drugs, Psychotropic Substances and Substance Abuse Act of Bhutan 2015 (NDPSSA Act), amended in 2018, replaced the 2005 Act and treats cannabis as a Schedule II controlled substance, administered today by the Bhutan Food and Drug Authority (BFDA).
Is CBD legal in Bhutan?
CBD is illegal in Bhutan. The Drug Regulatory Authority (DRA) under the Ministry of Health does not register CBD products, and the NDPSSA Act 2015 treats all cannabis derivatives as controlled substances without a separate hemp or CBD class.
Is hemp legal in Bhutan?
Industrial hemp is illegal in Bhutan. The Department of Agriculture under the Ministry of Agriculture and Forests has not authorized commercial cultivation, and the NDPSSA Act 2015 sets no THC threshold to distinguish hemp from cannabis.

Bhutan's Narcotic Drugs, Psychotropic Substances and Substance Abuse Act of 2015 lists cannabis in Schedule III and prohibits its possession, sale and cultivation; growing cannabis is a fourth-degree felony carrying three to five years' imprisonment. Although cannabis grows wild across the country and was traditionally fed to pigs, the Act draws no low-THC distinction, so viable seed of any cannabis type has no lawful sale, gifting or planting channel. No hemp or medical programme exists.
