The Narcotic Drugs (Control) Act 2033 (1976) prohibits cultivating, producing, buying or selling cannabis, and the law draws no distinction for low-THC hemp, so planting any cannabis seed remains criminal despite deep traditional use. Cannabis seeds are nonetheless openly consumed and traded as food (bhang ko achar pickle) and wild-hemp fiber goods occupy a tolerated niche, leaving non-propagative seed commerce in a de facto grey zone with no seed-specific enforcement rules verified. A federal private member's legalization bill has not been enacted as of mid-2026; movement is instead subnational, with a provincial cannabis-cultivation bill in committee and Rukum East municipality publishing a Hemp Cultivation Promotion and Management Procedure in late 2025.
