Under the Swiss Narcotics Act, cannabis is a narcotic only at 1% THC or more, so seeds may be imported, sold and possessed provided they are not intended for illegal high-THC production, and seed for the sub-1% CBD cannabis and fibre hemp market is traded lawfully. High-THC cultivation is confined to Article 8a adult-use pilot trials running in Basel, Bern, Zurich and Geneva and to licensed medical production. Oil and fibre hemp is treated as an ordinary crop by the Federal Office for Agriculture.
