Industrial hemp is illegal in Belarus. The country revoked its industrial hemp cultivation pathway in 2017, and the Ministry of Health's List of Controlled Substances covers the whole Cannabis sativa plant without a low-THC carve-out.
Cultivating any cannabis plant, including hemp with trace THC, falls under Article 328 of the Criminal Code with imprisonment of 2 to 5 years for personal cultivation and 3 to 8 years where intent to distribute is established. The Ministry of Agriculture and Food does not maintain a registered hemp variety list, and hemp seed, fiber, and food imports are not approved by the State Standardization Committee.
