CBD is illegal in Djibouti. Loi n 113/AN/96 does not distinguish cannabidiol from other cannabis derivatives, and the Ministere de la Sante through the Direction de la Pharmacie has not registered any cannabinoid medicine.
No low-THC threshold or pharmaceutical exemption applies. The Centrale d'Achat des Medicaments et Materiels Essentiels (CAMME) handles essential-medicine procurement and has not listed CBD products. Pharmacies in Djibouti City and Ali Sabieh do not stock CBD, and Direction des Douanes treats imported CBD oils and consumer goods as controlled-substance shipments subject to seizure at the airport, port, and Galafi crossing.
