Is Weed Legal in Djibouti?

Recreational marijuana is illegal in Djibouti. Cannabis is controlled under Loi n 113/AN/96/3eme L portant repression des infractions en matiere de stupefiants et de substances psychotropes (1996) and the Code penal djiboutien. The Police nationale djiboutienne and the Gendarmerie nationale enforce drug offenses, with prosecutions handled by the Procureur de la Republique in Djibouti City.

Possession, cultivation, sale, and trafficking are criminal offenses with imprisonment terms and fines proportional to quantity and intent. Djibouti acceded to the 1961 Single Convention on Narcotic Drugs, the 1971 Convention on Psychotropic Substances, and the 1988 UN Convention against Illicit Traffic. Like Somalia and Yemen, Djibouti has a culturally dominant khat tradition that is regulated separately, but cannabis carries criminal sanction. No medical cannabis framework operates through the Ministere de la Sante.
