Industrial hemp is not authorised in Djibouti. The Ministere de l'Agriculture, de l'Eau, de la Peche, de l'Elevage et des Ressources Halieutiques has no public licensing programme for Cannabis sativa L. cultivation. Loi n 113/AN/96 captures all cannabis plant material regardless of THC content.
Djibouti has a small agricultural sector dominated by livestock, dates, and limited horticulture in the Ambouli and Day forests. The arid climate and limited freshwater resources make field-crop expansion difficult. No hemp variety has been registered, and Djibouti is not party to any regional hemp framework. Imports of finished hemp goods from Ethiopia or Europe face customs interdiction.
