Industrial hemp is illegal in Equatorial Guinea. The 1980 narcotics law and the 1991 dangerous-drugs law cover all cannabis without a low-THC industrial-hemp distinction. The Ministerio de Agricultura, Ganaderia, Bosques y Medio Ambiente has not established a hemp licensing programme; cocoa and timber remain the priority non-oil exports.

No commercial hemp cultivation, fibre processing, seed production, or finished-goods manufacturing is permitted. Imports of hemp seed, fibre, textiles, or hempseed food ingredients are treated as controlled-cannabis imports absent a specific exemption, which has not been issued.
