CBD is legal in Estonia when extracted from EU-approved industrial hemp varieties and containing no more than 0.2% THC, a stricter limit than the 0.3% threshold used in some neighboring states. The State Agency of Medicines (Ravimiamet) regulates products with therapeutic claims, while the Health Board (Terviseamet) oversees cosmetics and food safety.

CBD oils, balms, and cosmetics sell openly in pharmacies and specialty shops. Food and supplement formats face stricter scrutiny under the EU Novel Food Regulation (EU) 2015/2283, and the Estonian Agriculture and Food Board (PTA) blocks unapproved ingestibles at customs. The Ravimiamet treats Epidyolex as an authorized cannabidiol medicine for refractory epilepsies, reimbursable through the Estonian Health Insurance Fund.

Products exceeding 0.2% THC are classified as narcotics under the Narcotic Drugs Act and seized. Marketing health claims without medicines authorization is enforced under the Medicinal Products Act, with fines up to EUR 32,000 for legal entities.
