CBD is illegal in the Federated States of Micronesia. Title 11 of the FSM Code does not exempt cannabidiol from cannabis scheduling, and the Department of Health and Social Affairs has not registered any cannabinoid medicine.
CBD oils, capsules, and topicals are treated as Schedule I cannabis-derived controlled substances at the border. State hospitals in Pohnpei, Chuuk, Yap, and Kosrae do not stock cannabinoid products. Pharmaceuticals procurement under the Compact-related health funding flows from US suppliers but excludes cannabis derivatives. Travelers arriving from Guam, Honolulu, or Manila have had CBD products seized by FSM Customs at Pohnpei International Airport.
