Industrial hemp is illegal in the Federated States of Micronesia. Title 11 of the FSM Code controls Cannabis sativa L. without a low-THC carve-out, and no industrial hemp licensing scheme exists at the national or state level.
Across the four states, no agricultural ministry has opened a pathway for low-THC cannabis cultivation. Hemp seeds, fiber, and hemp foods cannot be lawfully imported. FSM Customs treats hemp materials identically to cannabis under the Controlled Substances Act. The Department of Resources and Development has no licensing framework for cannabis-family crops.
