Recreational marijuana is illegal in the Federated States of Micronesia. Title 11 of the FSM Code, Crimes and Punishment, together with state-level criminal codes in Chuuk, Pohnpei, Yap, and Kosrae, prohibits possession, cultivation, and supply of cannabis, and the FSM National Police enforce federal narcotics offenses alongside state public safety agencies.
Cannabis is classified as a Schedule I controlled substance under Title 11 Chapter 11 (Controlled Substances Act). Penalties include fines and imprisonment, with trafficking offenses prosecuted at the national level. The Compact of Free Association with the United States supports enforcement cooperation through US Drug Enforcement Administration liaison and Customs and Border Protection coordination. Pohnpei International Airport and Chuuk International Airport are the primary enforcement points. No medical cannabis or industrial hemp legislation has been enacted at the national or state level.
