CBD is illegal in Gabon. Law No. 1/94 treats all cannabis derivatives as Table I narcotics without a THC threshold that would exempt cannabidiol. The Direction du Medicament et de la Pharmacie, under the Ministry of Public Health, has not authorised CBD as a pharmaceutical, food supplement, or cosmetic, and no marketing-authorisation procedure for cannabinoid products exists.
Pharmacies in Libreville and Port-Gentil do not stock CBD products. Imports of CBD oils, tinctures, capsules, or topicals are treated as cannabis derivatives under the 1994 narcotics law and seized at customs regardless of the product's legal status abroad. There is no industrial-hemp CBD carve-out.
