Recreational marijuana is illegal in Gabon. Law No. 1/94 of 16 March 1994 on the trafficking and consumption of narcotic and psychotropic substances (Loi relative au trafic et a la consommation illicites des stupefiants et substances psychotropes) classifies cannabis as a prohibited Table I narcotic. Cultivation, possession, sale, and use are criminal offences; trafficking penalties reach two to ten years' imprisonment and fines of XAF 1,000,000 to XAF 10,000,000.
The Office Central de Lutte Anti-Drogue (OCLAD), under the Ministry of the Interior, leads enforcement alongside the Gendarmerie Nationale and the Direction Generale des Douanes et Droits Indirects. Cannabis (locally called yamba) is widely smoked in informal settings, but visible enforcement at Libreville Leon-Mba International Airport (LBV), Port-Gentil, and on highways linking to Cameroon and Equatorial Guinea remains consistent.
