Industrial hemp is illegal in Gabon. Law No. 1/94 covers all cannabis varieties without distinguishing low-THC industrial hemp from psychoactive strains. The Ministere de l'Agriculture has not established a hemp licensing programme, and the national diversification strategy under Plan Strategique Gabon Emergent prioritises palm oil, rubber, timber, and manganese rather than hemp.

No commercial hemp cultivation, fibre processing, or hempseed-food production is permitted. Imports of hemp seed, fibre, hempcrete, or hempseed foods are treated as controlled-cannabis imports absent a specific exemption, which has not been issued. There is no legislative proposal to create a hemp regime.
