Recreational marijuana is illegal in Jordan. The Narcotic Drugs and Psychotropic Substances Law No. 23 of 2016 criminalizes possession, use, cultivation, sale, and trafficking of cannabis, replacing earlier 1988 legislation with stricter penalties.
Personal possession can trigger 1 to 3 years imprisonment plus fines of JOD 1,000-3,000 (about USD 1,400-4,200); dealing carries 10 to 20 years, and trafficking can result in life imprisonment or, in aggravated cases, the death penalty. The Anti-Narcotics Department (AND) of the Public Security Directorate leads enforcement and has intensified operations along the Syrian border, where Captagon and cannabis smuggling routes converge.
