CBD has no legal market in Kosovo. The Law on Narcotic Drugs, Psychotropic Substances and Precursors (Law No. 02/L-128) and Criminal Code Articles 273-275 treat cannabis derivatives as controlled substances, and the Kosovo Medicines Agency (Agjencia e Kosoves per Produkte dhe Pajisje Medicinale, AKPPM) has not issued a marketing authorisation for any CBD-containing medicinal product. Food and supplement use of cannabidiol is not authorised under the Food Law (Law No. 03/L-016) or the Law on Medical Products and Medical Devices.
Pharmacies in Pristina, Prizren, and Peja do not legally sell CBD oils or capsules. While low-concentration CBD cosmetics occasionally appear in informal retail, customs officers treat imports of CBD oils, tinctures, and gummies as cannabis-derivative narcotics absent a marketing authorisation. There is no THC-threshold carve-out distinguishing CBD from controlled cannabis extracts under Kosovan law.

Import and export of CBD products are prohibited without AKPPM authorisation, which has not been granted. Kosovo Customs treats CBD as a cannabis derivative at Pristina International Airport and at all land borders, and seized product is referred for prosecution under Articles 273-275 of the Criminal Code.
