CBD is illegal in Kyrgyzstan for general retail. The 1998 Law on Narcotic Drugs and the Government List of Narcotic Drugs do not separate cannabidiol from cannabis derivatives, and the Department of Drug Provision and Medical Equipment under the Ministry of Health has not registered any CBD product.

Imports of CBD oils, tinctures, and cosmetics via Kyrgyz Post or DHL are routinely held by the State Customs Service for Ministry of Health review. The Law on Medicines (2017) requires registration of finished pharmaceutical products; no CBD-based medicine, including Epidyolex, has been added to the State Register of Medicines. Article 113 of the Code of Misdemeanors penalizes unauthorized import of narcotics with a fine; commercial-scale import triggers Criminal Code Article 268.
