Industrial hemp is effectively illegal in Kyrgyzstan despite the country's historic Chuy Valley wild cannabis. The Law on Narcotic Drugs does not provide a low-THC industrial hemp licensing track, and the Ministry of Agriculture has not issued cultivation licenses comparable to those in Kazakhstan's 2023 pilot program.

Eradication of wild and cultivated cannabis remains the formal policy; the State Service to Combat Drug-Related Crimes publishes annual hectarage figures for destroyed plantings. Imported hemp seed and hemp protein products are classified as cannabis derivatives by the State Customs Service unless accompanied by Ministry of Health authorization, which is not routinely issued. The 2018 Concept on Combating Narcotization explicitly excludes commercial hemp cultivation.
